The 55th Legislature, State of New Mexico, Second Session, 2022, the "2022 Capital Projects General Obligation Bond Act"
Language from the Act [HTRC/HB 153, pp. 17-18]:
B. for library acquisitions at public libraries, public school libraries, academic libraries and tribal libraries statewide:
(1) to the cultural affairs department:
(a) six million dollars ($6,000,000)for equipment, library furniture, fixtures and supplemental library resource acquisitions, including print, non-print and electronic resources, collaborative library resources and information technology projects, and for the purchase and installation of broadband internet equipment and infrastructure at non-tribal public libraries statewide; and
(b) one million dollars ($1,000,000) for equipment, library furniture, fixtures and supplemental library resource acquisitions, including print, non-print and electronic resources, collaborative library resources and information technology projects, and for the purchase and installation of broadband internet equipment and infrastructure at tribal libraries statewide;
PROJECTED ALLOCATIONS TO THE PUBLIC LIBRARIES
Allocations are based on the 4.5.8 NMAC, Distribution of Funds. The allocations have been finalized using 2020 U. S. Census information for Counties and 2020 U.S. Census for the libraries' Legal Service Areas.

for Public and Tribal Public Libraries
The 54th Legislature, State of New Mexico, Regular Session, 2020, approved SB207, the "2020 Capital Projects General Obligation Bond Act"
Language from the law [SB207, pp. 21-22]:
B. for library acquisitions at public libraries, public school libraries, academic libraries and tribal libraries statewide:(1) to the cultural affairs department:
(a) three million dollars ($3,000,000)for equipment, library furniture, fixtures and supplemental library resource acquisitions, including print, non-print and electronic resources, collaborative library resources and information technology projects, and for the purchase and installation of broadband internet equipment and infrastructure at non-tribal public libraries statewide; and
(b) five hundred thousand dollars ($500,000) for equipment, library furniture, fixtures and supplemental library resource acquisitions, including print, non-print and electronic resources, collaborative library resources and information technology projects, and for the purchase and installation of broadband internet equipment and infrastructure at tribal libraries statewide;
Library bond issues were successful statewide in the 2020 New Mexico General Election.
State General Obligation Bond B, providing $9,751,433 million for public, academic, public school and tribal libraries passed by a margin of 254,767votes. With 524,369 yes votes and 269,872 no votes, Bond B won with 66.01% in favor, 3 percentage points lower than attained by library bond issue B in 2018.

2012 GO Bonds for Public and Tribal Public Libraries

SB 66, the "2012 Capital Projects General Obligation Bond Act" was approved by the 2012 New Mexico Legislature and approved by the voters in the November 2012 General Election.
On March 7, 2013, Governor Susana Martinez signed Senate Bill 66. Library funding remains intact at $9.83 million.
SB 66 put three separate bond issues on the November 2012 General Election ballot; the specific library bond issue was:
B. $9.83 million to fund public, academic and school libraries statewide at $3 million each, and $700,000 for tribal libraries statewide. (The extra money covers the cost of selling the bonds.)
Language from the law [SFC/SB 66, Pages 25-26]:
B. for library acquisitions and capital improvements at public libraries, public school libraries, academic libraries and tribal libraries statewide:
(1) to the cultural affairs department:
(a) seven hundred thousand dollars ($700,000) for equipment and supplemental library resource acquisitions, including print, non-print and electronic resources, and for planning, designing and constructing capital improvements to include library facilities for tribal libraries statewide; and
(b) three million dollars ($3,000,000) for equipment and supplemental library resource acquisitions, including print, non-print and electronic resources, for non-tribal public libraries statewide.
